What is the Dominion Ghost Program?
The Dominion Ghost Program is the part of the Terran Dominion’s security and military apparatus built around highly trained psionic operatives known as Ghosts. Ghosts combine battlefield marksmanship with stealth, intelligence work, infiltration, and specialized technology.
Nova Terra is the best-known Dominion Ghost and the clearest window into how these operatives function in the field.
What do Dominion Ghosts actually do?
Across StarCraft material, Ghosts are used for missions that ordinary line troops cannot easily perform. Their work can include:
- covert reconnaissance;
- infiltration of secure facilities;
- assassination of priority targets;
- sabotage;
- battlefield support;
- nuclear strike designation;
- counterintelligence and internal-security operations.
Nova Covert Ops makes this role especially explicit by placing Nova in stealth-heavy missions, vehicle operations, intelligence gathering, and tactical equipment selection.

How is Nova connected to the program?
Blizzard identifies November “Nova” Terra as Agent X41822N and one of the Dominion’s most elite covert operatives. Her story demonstrates both the power and the risks of a system built around secretive, highly specialized agents.
The Defenders of Man crisis also shows that Ghosts can become targets of manipulation, memory interference, political operations, and competing claims of loyalty.
Did the Ghost Program change under Valerian?
Yes. Blizzard’s preview for StarCraft: Evolution specifically says that Valerian Mengsk makes major reforms to the military, particularly the Ghost program, as part of his pledge to govern with more justice and humanity.
That detail is important because the Ghost program is not just a collection of cool stealth units. It is also an institution shaped by the politics of the emperor in power.
How does it fit into the wider Dominion military?
Ghosts sit alongside conventional forces rather than replacing them. Marines, armored units, aerospace forces, fleets, Dominion Troopers, and the Royal Guard provide visible military power; Ghosts handle missions that depend on secrecy, precision, or psionic capability.
